Procedures & Guidelines

REGION IV WOMEN’S SOCCER DIVISION I AND DIVISION III GUIDELINES

Revised: 2017

The NJCAA sports guidelines for sports contests, scrimmages and scholarships shall be followed.

Region Tournament

1. Site and Dates

  1. The women’s soccer Region playoffs will be held during the third or fourth week of October unless the District Championship game requires it to be moved up.
  1. The Region Championship match shall be completed no later than one week prior to the NJCAA District Championship unless agreed upon by the coaches. The date of the District Championship shall be determined by the NJCAA Women’s Soccer Committee.
  1. All region and district games must be played on a natural or artificial turf field that measure at least 110 yards by 70 yards per NCAA guidelines with a visible clock large enough to be seen from the field and the bench. Per NCAA rules, all fields must have corner flags, be marked with 4” wide lines, be marked with coaches boxes and have nets that are secured to the goals. Artificial turf fields must be a rubber infill surface, consistent with the current FIFA approved fields. If a field does not meet these standards, the game must be played at the lower seed’s site or a neutral field if the higher or lower seed do not meet the specifications.

2. Poll

A. The soccer chairperson shall notify coaches of the regional standings on a weekly basis during the regular season.

B. All team records and individual statistics must be entered on the NJCAA website to be eligible for national rankings.

3. Card Accumulations

A. Players who receive red cards during postseason play must notify the NJCAA soccer chair prior to the next tournament contest.

4. Region IV Tournament Seeding Procedures

  1. A. The seeding meeting shall be held prior to the first round of the playoffs. It shall be held at a neutral site at a time convenient for the coaches.
    1. The meeting shall be chaired by the women’s soccer chairperson.
    2. The teams shall be seeded for Division I and Division III Region Tournament.
    3. All-Region teams shall be selected.
    4. All-American candidates will be selected.
  1. B. The teams shall be seeded using the following criteria:
    1. Win – 3 points, Tie – 1 point, Loss – 0 Point
      1. If DIII teams elect to play once: Win – 6 points, Tie – 2 points, Loss – 0 Point
      2. Head-to-head competition.
      3. Goal differential with a maximum of five goals in division-standing games.
      4. Goals allowed in division-standing games.
      5. Goals scored in division-standing games.
      6. Record vs. common opponents in the Region.
      7. Coin toss.
      8. C. All Division I region teams shall play each team in their division once with home sight alternating each season. If teams elect to play each other more than once, the first game will be counted for seeding purposes.
  1. D. All Division III region teams shall play each team in their division once with home sight alternating. If teams elect to play each other twice, both games will be counted for seeding purposes. If teams play once, the winner will be awarded 6 points; both teams will be awarded 2 points in the event of a tie.
  1. E. If no game is scheduled between two teams, neither will receive points in the division standings. However, if a team can document that it attempted to schedule a game (emails, letters, dates of phone calls, etc.), then it will be credited with a division win and 3 points.
  1. F. If a team cancels against an opponent, the opponent will be credited with a division win and 3 points unless both teams can agree to a make-up date.
  1. G. If one or more tied teams are involved in a “no-contest” game with a division-standing opponent, the opponent in the “no-contest” will not be factored into the goal differential, goals allowed and goals scored tiebreaker rules for any of the tied teams.
  1. H. All Division I-standings games must be played two days prior to the start of the tournament. All Division III-standings games must be played two days prior to the coaches meeting.
  1. I. The top-eight teams in the Division I and Division III standings will qualify for the Region IV Tournament. The quarterfinals will be Seed 1 vs. 8, Seed 2 vs. 7, Seed 3 vs. 6 and Seed 4 vs. 5. The winners will advance to the semifinals: Seed 1/8/ vs. 4/5, Seed 2/7 vs. 3/6. The semifinals winners will advance to the championship game. The higher-seeded team will host.
  1. J. Start time for weekday games will be 3 p.m. during Central Daylight Saving Time and 2 p.m. after switching to Central Standard Time unless the host school has lights. Weekend games will begin at noon unless both schools negotiate and agree on a different start time, or if the host school also has a men’s home soccer game or another event (e.g. football) that day.

5. Region Tournament Game Procedures

  1. A. The playoff match shall be held at the site of the higher-seeded team.
  2. B. The Division III quarterfinals matches shall be held the Tuesday prior to the Region IV Championship, the semifinals matches on the Saturday prior to the Region IV Championship and the finals on Tuesday at the higher-seeded team.
  3. C. The Division I quarterfinals matches shall be held the Sunday prior to the Region IV Championship, the semifinals matches on the Wednesday prior to the Region IV Championship and the finals on Sunday at the higher-seeded team.
  4. D. As required by the NJCAA, the Select Super or Brilliant Super ball must be used for all regular-season, Region Tournament and district matches.
  5. E. The host college is responsible to report the score of their match to the women’s soccer chair and the women’s Region IV Director.
  6. F. NCAA rules shall be followed.

6. District Championship Procedures

  1. A. The Division I and III championship matches must be completed two weekends prior to the national tournament.
  2. B. The Region IV champion will be the site of the District Championship when Region IV is the host.
  3. C. The Division III tournament representatives are Region IV and Region XIII.
  4. D. The district site shall be rotated according to a schedule as agreed to by the region directors.
  5. E. The district game may be held at a central site.
  6. F. The host college shall report the score of the match to the Region IV Director.

7. Tournament Officials

A. Officials for the quarterfinals, semifinals, championship match and district championship shall be assigned by the region.

  1. B. The host colleges shall pay for the officials for the quarterfinals and semifinals games.
  2. C. The host college will pay the officials for the championship and district games and will be reimbursed by Region IV.
  3. D. The host colleges must pay for all official scorers, timers and ball retrievers.

8. All-Region Teams

A. The All-Region teams will be voted on at the Region IV seeding meeting.

B. Players will be nominated in a particular category (forwards, midfield, backs, and goalies) for All-Region honors within their division. All positions shall be filled by starting with those who receive the most votes in their category following the numbers of votes until all positions are filled.

C. There will be a first and second All-Region team of 13 players for both divisions. All team members shall receive medallions.

D. Each team’s stats must be up-to-date on the NJCAA web site for any of that team’s players to be considered for the All-Region team. Stats must be up-to-date 48 hours prior to the Region IV Coaches Meeting. Matches played within 48 hours of the Coaches Meeting are not counted for purposes of this sub-section. The Region IV women’s soccer chairperson is responsible for determining compliance with this sub-section.

  1. E. Coaches may not vote for their own players.

9. All-American Nominations

  1. A. The All-American nominations shall be the top vote getters for All-Region as voted by the coaches.
  2. B. The Region Director shall forward the nominees using the NJCAA procedures to the Women’s Soccer chairperson.

10. Roster

A. The championship team must send a team roster to the NJCAA soccer chair as per the NJCAA soccer guidelines.

11. Awards

  1. A. There will be a first- and second-place trophy for each division (if four or more teams entered).
  2. B. The Coach of the Year plaque will be awarded to the championship coach of each division.
  3. C. A Most Valuable Player Award, which will be based on the Region IV Tournament and not the regular season, will be awarded to a player from the championship team in each division at the discretion of the coach.
  4. D. There will be a District plaque awarded by the region hosting the event.

12. Decorum

At the Region/District Tournament games, attire for all bench personnel, other than uniformed players, must be a college issued clothing, warm-up suit, or business casual apparel. In the case of inclement weather, appropriate attire made include non-college apparel. Jeans and non-college issued hats and sweats are prohibited.
